It's an allusion to the Queen of Hearts in Lewis Carroll's 'Alice's Adventures in Wonderland', who is foul tempered and decrees death sentences at the slightest offense with the words "Off with their heads!"; the lines thereby relate to the line "our fathers have died", which is an allusion to the American Founding Fathers, whose ideals have all but died in present day America (the image conjured up is that of the heads of the Founding Fathers have been chopped off). In that context it is worth noting that Donald Trump comes from Queens. It all relates.
