Sounds like it's describing Brian's period of writer's block in coming up with this album.

That sounds very familiar, like that line (or one very close to it that gives off the same idea) is in some other song I've heard before. I can't quite place it, though.

Okay, I remember. That line was reminding me of Springsteen's lyrics in Badlands:

"You spend your life waiting for a moment that just don't come,
Well don't waste your time waiting"

Not exactly a reference, just a similar idea.

Just wondered if anyone knew what he was talking about in that line.

I don't think that line is specific to anything about Brian.

Personally what I take from that line (and most of the song tbh) is that you won't get whatever it is you want ("you're never gonna find it") by sitting around feeling sorry for yourself (when you're knees got so weak")

and once you pull yourself back together and get up off your knees you'll be able to realize that you can get whatever it is you're looking for cause it has always been there at your reach even if you didn't realize it at the time ("but it's right here in case you need it")

but then again, i think this is one of those lines (or songs) where each person can get a different interpretation and get something different out of it

Yeah I guess that makes sense and fits in with the theme of the song. I think it's also saying that you need to try and recapture your youth when you took chances and got rewards from them. When you were lucky I guess, whatever the situation might have been and not to sit around wishing for things when you could have them if you take opportunities that come to you.
